The Roanoke Times, Friday, September 11, 1998 B3 River Valley HALL, Alma Broyles, 72, of Pulaski, died Wednesday, September 9, 1998 in Pulaski Community Hospital. Born in Oakville, W.Va. on July 9, 1926, she was the daughter of the late Millard Edward Broyles and Sallie Jane Pendleton Broyles. She was also preceded in death by her husband, William Earl Hall and by a son, Kenneth E. Hall.

She was a member of the First Church of the Brethren, where she was a member of the church choir and Women's Fellowship. Surviving are her children spouses, Randall W. Hall, Pulaski, Joyce H. and Michael L. Cooley, Galax, Sheila H.

and Walter L. "Buddy" Felts, Pulaski, Carol H. and Wally Brockmeyer, Pulaski; adopted son, Billy Byrd, Bassett; grandchildren, Ashley D. O'Dell, Ryan E. Brockmeyer, Adam W.

Brockmeyer, M. Chase Cooley, Lee J. Felts, Tyler H. Felts; sister and brother-in-law, Beatrice B. and James R.

Lester, Princeton, W.Va.; brother: and sister-in-law, Dave and Lydia Broyles, Grundy. Funeral services will be held 1 p.m. Saturday at the First Church of the Brethren with Pastor John Collins officiating. Burial will follow in the Highland Memorial Gardens, Dublin. She was a longtime active member of the Alleghany Church of Christ, where the funeral service will be held at 11 a.m. Saturday, September 12, 1998, conducted by Mr. Porter Riner. VAUGHT, Fred Brown, 93, of Rural Retreat, died Wednesday, September 9, 1998, in the Francis Marion Manor. He was born in Wythe County, the son of the late George and Mazie Horne Vaught. Mr. Vaught was a member of the Fairview United Methodist Church in Rural Retreat, and was preceded in death by three brothers, Willis Vaught, Walker Vaught, and Lee Vaught; one sister, Marietta Keesling. He is survived by his wife of 70 years, Emma Bowers Vaught; two sisters-in-law, Canna Litz of Rural Retreat, and Thelma Ratcliffe of New Market.

Nancy enjoyed traveling with her friends all around the world and was a longtime member of Preston Hollow United Methodist Church. She is survived by many cousins in Virginia, Maryland, North Carolina and New York. A memorial service will be 1 held at 10 a.m.

Kinskey, a veteran character actor in about 100 films, died Tuesday in Fountain Hills, of complications of a stroke. As Sascha the bartender in the 1942 film, Kinskey actually kissed Bogie both cheeks and said, "Boss, you did a wonderful thing!" after Bogart's "Rick" arranged a passport for a desperate couple.

The car barely missed 5- year-old Jessica Farris, the stepdaughter of clerk Junior Hartless. "It just missed her by a couple of inches," Fitzgerald said. "It seemed like we and Hartless' wife both screamed at the same time." The driver, Mark Gill, 31, of Roanoke said he nodded off as he turned into the parking lot.

Gill had been playing basketball for more than two hours prior to the accident, he said. "I was worn out; stretched it a bit," Gill said. "By the time I did have time to react, I was there. Most of the time you nod off, blink, you won't feel anything until the bump. There was the bump," he said, pointing to a curb about a foot from the store's glass doors.

Gill's car mangled the store's steel door frames. Shelves and merchandise were scattered; before the car came to rest, its back bumper was about a foot inside the store. The clerks still had three hours until closing time when the wreck occurred at 9 p.m. "We -CITYPAGE PAGE were getting bored, but not this bored," Hartless said. The store owner's wife, Harsha Patel, said her family owns five convenience stores.

In June, someone caused minor damage by: ramming the front door of their Williamson Road One Stop Market, in an attempt to burglarize it. Gill said his main concern was making sure no one had been injured. "Emotionally I'm not, but physically, I'm fine," he said, sitting dazed next to a pay phone. Roanoke police Officer R.D. Clark said Gill was charged with reckless driving.

Clark said about two years ago a car drove through the front door of the 7-Eleven on Crystal Spring Avenue in South Roanoke. "Hey, it could happen to anybody," Gill said. Final plans are scheduled for completion by the spring of 1999, with construction commencing shortly afterward. It is an excellent way to get to all downtown streets, such as Campbell for access to the market area and points beyond. The busiest times on the viaduct are 7 a.m. to 9 a.m. and 12 Noon to 6 p.m. weekdays.

Citizens can avoid heavy traffic by using alternate routes during these times. The closest alternative for access to southeast is to use Orange Ave. to Hollins Rd. (going by the trash-transfer station), but motorists do run a risk of being stopped by a train. Traffic in the construction area can be minimized by the public's use of Valley Metro and car pooling when traveling to downtown.

City takes action on litter control The following are some of the ways in which the city has worked this year to keep Roanoke streets and neighborhoods free of litter: Adopt-A-Street-There are currently 32 organizations or individuals who have adopted street segments.

Their responsibility is pick up litter four times a year. Roanoke City Sheriff and Court Community Services- The city receives help from these organizations on an ongoing basis. Illegal Dumps- Between Jan. 1, 1998, and Aug. 10, 1998, the city picked up 152,600 pounds of trash and delivered it to the Roanoke Valley Resource Authority.

Total cost, exclusive of labor, was $4,186.50. Ongoing- -During mowing season (approximately April-October), the city picks up litter along roadsides and medians prior to cutting grass. From January to March, several crews are devoted to litter pickup, when not involved with snow removal. Between Jan. 1, 1998, and Aug.

10, 1998, city crews picked up 37,020 pounds of litter, using 2,498 man-hours. Costs were $22,524.87 for labor; $1,018.05 for tipping fees; and $180 for trash bags. Total direct costs were $23,722.92. by the city of Roanoke to better Roanoke River Interceptor Update The Roanoke River Interceptor Project is currently under construction and scheduled to be completed by December 1999. The existing interceptor is being replaced in its entirety from the Salem City limit to the Water Pollution Control Plant, a total length of approximately 10 miles.

This interceptor will increase capacity for Salem to 34.5 million galIons per day (MGD), and will help to increase plant capacity to 77.6 MGD. City real estate tax notices mailed The first installment of fiscal year 1998-99 real estate tax notices has been mailed. Taxes are due on or before Oct. 5 to avoid the 10 percent late payment penalty charge.
